In the publication 'Safety Afloat' (A Voluntary Code of best and safe Practice for Leisure Craft Users) endorsed by RNLI, MCA, RYA, Brit Marine Industries Federation and others, they advise for Sail Cruising: "Brief the crew on the boats safety equipment. Everyone should know how to use: Safety Harnesses, Lifejackets, Distress Flares, Fire Extinguishers, LifeRaft ...." That's all they have to say on the matter.

All very reasonable in my opinion.
