The RYA foreign cruising booklet includes some info on Albania.
I read an article not too long ago about a cruise to Albania. Unfortunately I cannot remember where it was. Not in YM or PBO, so possibly in either the RYA or Cruising Association magazines. From memory the writers were well received in fishing ports.
Look at http://www.noonsite.com/ under 'countries' for Albania. There is some info about the few ports that can be used. There are also two informative visit reports.
