rust treatment for rudder

I have had the boat hauled out and notice that the rudder needs some treatment prior to antifouling and putting back for the new season. In my good old days we would chip the rust off (what cadets went to sea for!)and treat with red lead. So what is recommended these days?

Hi Cathy,
It's a steel rudder and I fitted an anode to both sides at the beginning of the season. The anode seems to have reacted with the metal turning areas, where the paint has flaked off, black which also shows up the rust patches. Is that ususal? I should have rust treated and painted before fitting the anode instead of just antifouling so I thought I would do the job properly before she goes back in.
